APCO Urges FCC to Act Against Cell Phone Jamming Devices

Dear Chairman Copps:

APCO International urges the Commission to take aggressive enforcement

action against entities that manufacture, import, market or use devices designed to

interfere with wireless telephone or other radio communications in violation of

Section 333 of the Communications Act. The Commission should also

summarily dismiss requests for special temporary authority to test such devices.

(A copy of this letter is being submitted in Docket 09-30, in which the

Commission seeks comments on such a request.)

There appear to be several companies that are attempting to market

products that block wireless telephone use (e.g.,

http://www.thesignaljammer.com). Aside from prisons (the subject of the

pending STA request), such devices are marketed for use in churches, concert

halls, theaters, schools, libraries, shopping malls, public transportation, and

restaurants. Indeed, some of the devices are intended for portable use and could

be placed at any time in almost any public or private location.

APCO is deeply concerned that the use of these devices will block 9-1-1

calls from wireless telephones, creating a serious threat to the safety of life and

property. In many communities, the majority of 9-1-1 calls are from wireless

telephones. There is also a potential that these “cell phone jamming” devices

could also interfere with public safety radio communications in adjacent

frequency bands.

There is no question that the devices in question would violate Section

333, which provides that “no person shall willfully or maliciously interfere with

or cause interference to any radio communication.” Therefore, APCO urges the

Commission to (1) initiate aggressive enforcement actions against those who

manufacture or market devices to block wireless telephone and other radio

communications, and (2) deny pending and future requests to “test” devices that would violate the

Communications Act.

Some of the entities marketing blocking devices appear to be based overseas and sell to customers in the

United States over the Internet. As that may deter effective enforcement actions, the Commission should also

issue a Public Notice making clear that the use of devices to block cell phone and other radio communications is

illegal in the United States.

HUNTSVILLE, Ala., March 12, 2009 — The Boeing Company [NYSE: BA] and the U.S. Army’s Space and Missile Defense Command/Army Forces Strategic Command (SMDC/ARSTRAT) have launched a joint research-and-development effort to coordinate and fuse multiple types of sensor data in a secure environment for Integrated Air and Missile Defense (IAMD) and space situational awareness concept exploration.


Boeing and the SMDC/ARSTRAT signed a Cooperative Research and Development Agreement (CRADA) on Feb. 24, and today the two organizations met to exchange preliminary technical information at Redstone Arsenal in Huntsville.


“This agreement effectively allows the SMDC/ARSTRAT’s Data Fusion Distribution Center to exercise and examine Boeing’s multilevel security modeling and simulation capabilities using actual government data,” said Michael Schexnayder, Deputy to the Commander for Research, Development and Acquisition at SMDC/ARSTRAT. “Through this joint effort, our teams will develop a collaborative, net-centric, open-source environment to support the analyses of a multitude of space and IAMD issues.”


The CRADA will benefit from a Memorandum of Agreement between SMDC/ARSTRAT and the United States Strategic Command (USSTRATCOM) to provide expertise, tools and information to enhance the final desired outcome of the CRADA: an effective Service Oriented Architecture (SOA) that may be used to validate ballistic missile defense concepts using modeling and simulation.

DANIELS ELECTRONICS AND AVTEC INC ANNOUNCE P25 FIXED

Victoria, B.C. Canada – March 16, 2009 – Daniels Electronics Ltd., a leading supplier of high reliability LMR radio equipment, and Avtec, Inc., a leading manufacturer of mission-critical dispatch console systems, today jointly announced the development of a P25 standards-compliant Digital Fixed Station Interface (FSI) between their products enabling end-to-end direct P25 digital connection from the Daniels LMR radio to Avtec Scout™ dispatch consoles.

The Daniels digital Universal Interface card (UIC), provides the P25 DFSI connection via Ethernet from the Daniels radio system to other LMR subsystems such as dispatch consoles. The Ethernet Universal interface provides the P25 encoded (and optionally encrypted) digital audio signal directly to the console as well as a comprehensive suite of control signals. This allows the dispatch console to see and manage all information associated with a call in an IP format, including Unit and Emergency IDs.
